  • What is CAP (Commercial Affordability Program)?
    The CAP program provides forgivable loans/grants ($50,000-$75,000) to help home-based entrepreneurs and microbusinesses open their first-ever brick-and-mortar location in Eagle Mountain. This is not for existing businesses that want to expand, relocate, or add a second location.

    What You'll Need to Apply:
    Prepare these documents before starting the online form:

    1. Business Plan
    2. Use of funds budget (Excel or PDF)
    3. Proof of SBDC training completion.
    4. Landlord letter of intent or lease draft (if available)
    5. Proof of owner equity (bank statement, receipts, equipment list, etc.)
  • 1. Eligibility Checklist - You should only apply if you can honestly check all the following:

    • I have never operated a brick-and-mortar business before.
    • My business is headquartered in Eagle Mountain.
    • I do not already have a commercial location in Eagle Mountain or elsewhere.
    • My business is independently owned (not a national chain)
    • I am willing to complete the required SBDC/Chamber of Commerce training ("How to Start a Business 101" + "Marketing Fundamentals")
    • I am seeking funds for eligible uses only: build-out, equipment, furnishings, code/ADA compliance, infrastructure.
    • I understand that funds cannot be used for wages, inventory for resale, operating expenses, or personal use.
    • I am ready to invest my own equity (cash, equipment, or in-kind contributions) into the project.
    • I am willing to stay in business at the approved location for at least 2 years and complete quarterly check-ins with the city.

  • By signing this document, I understand that no funds will be released until the City completes an environmental review through HUD's HER and a contract is signed.
    I also understand that if my project includes construction exceeding $2,000, I must comply federal Davis-Bacon wage requirements and provide payroll documentation as required. Any work or expenses incurred prior to the environmental review and formal contract signing will not be eligible for reimbursement.
